Sir
I am directed by is Excellency the Governor to
acknowledge. the receipt of your letter of the 6th inst-
ant. The matter in question as brought to Tis Fxcell-
ency's notice is as follows.
That after having in conjunction with the Colonial
Secretary and the Director of Public Works advised that
the water service of Chinese houses in Victoria should
be discontinued you subsequently were employed to draw
a Petition to the Secretary or State for the Colonies
from a number of Chinese who would be affected by the
law, against the law which you yourself had advised; and
that you voted against the Bill on the Third Reading.

Further, that in connection with the Public Health and
Buildings Bill now before the Council you have received
a Bee of $300 for drawing up a Petition from the Chinese
against the Bill.
His Excellency will feel much obliged for any
observations that you may wish to offer upon these state-
ments and in considering the matter is Excellency
would beg to refer you to the practice adopted by mem-
bers of the British House of Commons as shown at page
82- beginning with the 2nd paragraph- May's Parliamen-
tary Practice 10th Edition,
